Any piece of art is incomplete until it is viewed/read/seen/heard/etc. There must be a human reaction to the creation for the artwork to even really exist in any kind of substantial way. A person may be moved, repulsed, in awe, indifferent, or anything else, but the point is that they had some reaction.

That said, I don't think everything out there counts as art. Yes, anything CAN be art. Inspiration, materials, models, whatever can come from absolutely anywhere. But, there must be an intentional creative force behind the birth of the piece for it be considered art in the true sense of the word.
