This is obviously not always apparent by looking at the art itself. The only people who can really decide whether something is art or crap are the artists themselves, if they're willing to be honest with themselves. While most people have their own "crap-meter", as 43cardinals said, you would be surprised at the huge discrepancies among people regarding this subject. There is clearly no truly objective way to judge a piece of artwork (or crap).
