So I guess we are lucky government does not work. I think the Constitution is very clear the powers granted and not granted. We the people have let elected officials get so far away from limited government, we look to them as parents or worse yet gods. Government by design works slow, inefficient, and more by force, than example. If you are a hot topic industry, health care, war, ect. you get lots of attention. Each member of Congress has their own little empire to build.
