This is why theists believe that the existence of heaven,hell,god and so forth are fact, whereas atheists believe the exact opposite. So then we come to another question: who, or what, dictates what the masses will perceive as fact? The simple answer is human gullibility: no matter what we accomplish, we will always be curious, yet, paradoxically, stupid creatures, and therefore gullible to what someone in a position of authority tells us. As for how one develops an opinion, it is through multiple factors: perhaps they question the facts that they are being told, or maybe, as you stated above, life experience.
