Hmmm. Surely Dr. Easterly can come up with a more nuanced moral principle for determining how to intervene in situations where violence characterizes what is being sorted out. How about, "Learn enough about the situation, especially the scale, urgency, and often implicit nature of the violence, to be able to make informed judgments, and then act in a public forum, through reasoned discourse, to convince your fellow citizens to encourage your shared legitimate representatives to take appropriate measures to all of us to inhabit a world of peace."
