This way you can empower the people to solve their own problems. For instance, if you sent people to teach the women in the Darfur refugee camps self-defence then you could cut down the number of rapes. If you send over people to teach them construction they could rebuild the refugee camps into new communities. This last example will help the refugees regain a sense of community, pride, and stability. It also will eliminate the problem of having to rebuild and move all these people back to their original communities and having to take care of them in the mean time.
