I reported one of my own ideas because it was basically a preview that was no longer necessary. Did hope that the report-button would lead to a chance to explain this situation, but no. Perhaps you could allow a description with the report and help understand why it was reported.

Even better... why not extend the function of the notify-flag to just get the moderator's attention. As well as "Report" and "Delete", the user could request the default 'read-only' status to be temporarily removed for stated reasons. Downside is that this will increase moderator-load, but at least it will focus attention better than just having a common 'grab-bag' blog for all issues.

We're implementing the ability for users to delete ideas, which should take care of the problem.

Hi Big Thinker... I thought you were also looking for some way to balance the need for ideas to remain registered with the ability for users to modify their own contributions.

How about this...? Allow users complete freedom to modify ideas UNTIL any comments are added.
