Time's Down

Could a pair ordinary language expressions gives us a perspective into our psychological hang-up with mortality? That is can the concreteness of pronouns be challenged with the tools of language that created the issue? I.e.: Time's up. (Time is up) and Be in the moment. (So then what does "Time's down." mean? The possessive of "time" implies an owner or entity. Who's in charge of "Time's down."?
