Can a country in the western world support an anarcho-communist government?

Do you think that a developed country in the western world would be able to support itself and remain stable if it operated in an anarcho-communist style of government? Anarcho-communism is the theory that a country would have only the bare-essential laws (no ,urder, no rape, etc) but things like taxes and unessential laws would be abolished. Goods would be distributed by need.
