I don't think this is a problem that needs solving. Alcohol has been around for centuries and it's effects are pretty well known. I'm afraid you'd be "throwing money down a rat hole". People are aware of it's effects, but are going to drink it anyway. I think you may be walking a fine line between educating people and controlling their behavior.
