Terrorism has been approached from a military perspective, so a psycho-social and economic empowerment objective is now possible. By now, there is enough data available to multi-layer the effort. People really want to live, thrive, and grow. They need every bit of Maslow's heirarchy of needs met. When a guest enters the house of a host, one respects their tradition and shows a willingness to listen to them. Otherwise, how will one behave in an unoffensive manner? It's not required to adopt the ways of others, but while in their house, one must respect their way. As some say, "When in Rome, do as the Romans do." The countries with a good quality of life and services, are less likely to want to blow up their own homes. But when people feel oppressed, unrewarded, isolated, disrespected and disenfranchised with no one to respond to their plight, then the culture is ripe for rage and hopelessness in a positive future outcome. Try giving the "Third World" hope and resources for a change. Clean water, good housing, built by them up to our codes, with our standard amenities, like electricity for example. They are just as human as we are, don't offer them guns and Bibles, but no love. Please, let's try a fresh perspective, and see how far we get that way.
