Democracy and voter choice.

Right now as voters we don't get choices for candidates we want, we get to chose between candidates we don't want.  How about an "Election/No Election" box on a ballot that would work like this:

 

Everyone can still vote for their candidate.  They can also check a box that says "No Election". If 51% of the people vote for "Election" then the candidate with the most votes wins.  However if "No Election" gets 51% of the vote then neither candidate wins and they are banned from that office for 2 years.  Then there would be a follow-up election in 90 days with all new candidates. 

Would it cost more money?  No.  There would be an upfront cost of additional elections, but we'd save over the long run by getting better candidates.
