Are all the fundamental human rights still fundamental?

This year is the 60th year of the Universal Declaration on Human Rights and i think with the rise of 'developing' countries like China, India, Brazil, South Africa it could be interesting to have various thinkers (esp. from non-western countries) comment on universal human rights, human rights versus development, challenges to human rights from authoritarian states and the idea of cultural relativism, ie that different peoples want/deserve different rights and that all human rights are NOT universal.
