I do not believe than an overhaul is necessary. However, I believe that congress should make an attempt to consider the progress of society, much like the Supreme Court has on issues such as capital punishment. I don't think that our legislative body can mimic the human brain, but I was under the impression that it was suppose to mimic our society, which is naturally changing and progressing and is therefore vastly different now than it was when our founding fathers created our legislative system.
