Can we improvement education in poor countries?

There are poor countries. We know about this. But there poor people in not exactly poor countries. Brazil is a kind of country with big middle class and big "favelas". We could try to offer a better public school whether we could persuade Banks to "adopt a school".It had an "adopt an athlet" and it worked. Now, we could think the same thing on schools. Why not?
