Why liberal politicians, economist and so on speak so much (and so bad) about social policies if we see countries like in Scandinavian where the social policies create a very good educated citizenry and those countries seem to work better than others as USA?

Why nowadays any kind of social policies are like bombs for the national economy, if we have seen than the biggest needs for investments and cash take place when the hyperliberalized economies crash?
