Well, I think it will, for the same reason that the freeway works: all that is necessary is to convince people that they must be aware of others, OR ELSE, and everyone stays in their lane... We have face recognition, micro-expression readers, pheromone detectors, stance and gait analysis, RFID implants, cars (GM) that can be remotely turned off (OnStar), cell phones that report your position to the yard (GPS + tower triangulation) infrared search, autoranging sound tracking, fMRI thinking process analysis. What's not to like? Might as well go with the flow and enjoy the calmer society that might result. Maybe suicide bombers smell funny and walk weird. It'd be nice to know... How long? Give it five years.
