Type 1 Civilization and compatibility

Wouldn't the signature of a type 1 civilization be compatibility? That is to say, everything everywhere works like a well oiled machine, and couldn't we start with our machines? Why haven't we been developing, or why haven't I seen a metric version of the wall socket that you know every electric plug will fit? Why don't all cellphones link to all computers link to all televisions etc? Shouldn't we be developing a universal system for these sorts of things? From the objective standpoint it SEEMS that we're clinging to our own systems because we feel we're not ready to bring them all together.
