Why does the flag in court have a yellow stripe?

If you watch for it you will see this in court, you will see it when presidents or prime ministers talk (on T.V.) you will see this in Mexico, Canada and USA. Altered flags with a yellow strip on the top. Altered flags do not follow the constitution of your country. They have other symbolism such as Naval Law or just plain lawlessness. In short the entire symbolic meaning changes and this changes the law. This is a fact and I would love to debate it. Why don't your disgrace your countries flag and wave it around.
