DRUGS in AMERICA/ POVERTY in AMERICA

Why does the American government have a war on drugs, while at the same time our government was the sponser of those who introduced cack cocaine to the streets of the United States? Shouldnt we have a war on poverty instead? An active war on poverty would eliminate poverty and the mojority of drug use in America.
