A war on poverty could do those things IF they knew how to end poverty. I think Lyndon Johnson's War on Poverty in the 1960's was well-intentioned but misguided. Ending the War on Drugs would be a huge step in the right direction, but the best solution to poverty was proposed by Henry George in 1879 in his book Progress and Poverty.
