Predators "R" Us

It may be a natural instinct of human kind to prey on the weak.  Minorities, women, the poor.  The list is really endless.  It is believed that a part of happiness is to believe that you are doing a little better than your peers. 

 Is this a fair practice?

Should people be made more aware of their tendencies?

Should everyone be assigned someone to pick on to make it fair or should we choose for ourselves?
